Joesph Elkind (1889-1974) was a member of the International Brotherhood of Painters and Allied Trades (IBPAT), specifically its New York City District Council 9. The collection contains membership cards, dues books, insurance policy materials and correspondence regarding insurance held through the IBPAT, and through the Workmen's Circle.
