Abstract: The membership of the International Brotherhood of Painters and Allied Trades, District Council 9 in the New York City metropolitan area has generally reflected the various waves of immigrants coming into the country, the development of different political tendencies in the labor movement, and the tensions brought on by changes in the U.S. economy. The Council has also been the site of important struggles against racketeering and corruption, and for union democracy.
